Transfer and Placement Committees constituted in the Department of Posts


In compliance with the Hon'ble Supreme Court's order dated 31.10.2013 in WP (Civil) No. 82/2OLL, the Department of Personnel & Training (DOP&T) has issued directions vide their OM No.11013/10/2013-Estt.A dated 09.01.2014 that there should be a body akin to the Civil Services Board (CSB) in each Cadre to consider the transfers and postings of the officers/officials.
In view of this, the Competent Authority has decided to constitute "Transfer and Placement Committees" in the Department of Posts for recommending the transfers/postings of the officers/officials. The composition of the Committees at various levels in this regard will be as under:

The Committee will recommendthe transfers/postings/allotments of the officers, which are requiredto be approved by the MOC&IT, MOS (C&lT) and Secretary (Posts).

(ii) ln Circle Office

The Committee will recommend the transfers/postings/allotments of the officers/officials, which are required to be approved by the CPMG. The Committee will also recommend on the proposals of
transfers/ postings received from Divisions in the Circle before CPMG's approval in case Circle has no Region or if there is a Region under CPMG.

(iii) In Regional
Office

The Committee will recommend the transfers/postings of the officers/officials, which are required to be approved by the
PMG. The Committee will also recommend on the proposals of transfers/ postings received from Divisions under a Region before PMG's approval.

2. The Committees will be the recommendatory bodies and will make recommendations
for transfers/postings of officers/officials of the Department. The final decision on the
recommendations of the Committee will be taken by the Competent Authority concerned.
3. From now onwards, transfers/postings of all Group 'A','B' & 'C' staff in the Department
of Posts will be done by the Competent Authority after considering the recommendations of the Transfer and Placement Committees as detailed above.
