So
many questions have been raised in connection with whether System
administrators are eligible for Travelling Allowance or Conveyance
Allowance. In some places Conveyance
allowance has been made applicable to System Administrators saying that it was
in accordance with SR 25. Actually they
are misinterpreting the rule for restricting the TA of SAs.
System
Administrators are eligible for road mileage also as their nature of works
demands so. All the works of SAs are of urgent nature and it will directly
connect with public interest. If they
are travelling by public conveyance they cannot attend the case timely and
cannot attend more offices in a day.
This may affect the daily functioning of an office and this can be
treated as intentional denial of public service.
Read the following for better
interpretation of SR 25 Rule
Conveyance allowance
is granted to an official who needs to travel extensively in the radius of 8 Km
from the headquarters for a variety of works like meeting customers, business travels,
going to different firms, shops etc. (generally termed as field work).
Here
System Administrators are not
extensively traveling for any field works or to a non-public places as
in the case of PRI (P) or Marketing
Executives who are required to do so (generally termed as field work). Conveyance allowances are granted for
extensive travels that are not related to any public office or connected
directly with the same field or nature of work but related to travel to meet
customers or business interest or verification of stores / address/ mo payments
/etc where they are not eligible for D.A.
The
scope of System Administrators traveling is clearly from one public office to another public office ONLY (One Post
office to another Post office), and such travels and journeys are termed and
defined as Tour and hence it comes in the purview of Travelling allowance and
not Conveyance allowance, which is granted in case of extensive traveling for
the different spears and variety of works often termed as field works and not
for travels to one Public office to another public office in Public interest,
and for associated works that are relative in nature.

25. Read as follows
A
competent authority may grant, on such conditions as it thinks fit to impose, a
monthly conveyance or horse allowance to any government servant who is required
to travel extensively at or within a short distance from his headquarters under
conditions which do not render him
eligible for daily allowance.
It
is clear that all travels to any point of origin or H.Q to a point of
destination not belonging to Public place or office, but having its own
requirements in general and also bearing no daily allowance. The traveling between a public office to
another public office within prescribed distance are fully covered under daily
allowances, as is the case may be. Hence
travels from Office to Office do not fall in the purview of Conveyance
allowances but it is considered as Tour on travel and also as journeys for
official purpose in public interest.
Option to claim either normal TA or conveyance hire charges for local journey beyond 8 kms, but within municipal limits.
[Q] In accordance with the earlier orders if a Govt. servant performs journey in the public interest within a radius of 8 kms, from his headquarters, he is entitled to reimbursement of actual conveyance charges in respect of the expenditure incurred by him in hiring taxi/scooter, etc. However, with the deletion of the words "a radius of 8 kms" a doubt has arisen whether a Govt. servant who performs the journey to or/and a place beyond a radius of 8 kms but within the municipal limits of the city in which his Headquarters is situated, will be entitled to Travelling Allowance or reimbursement of conveyance hire charges. While a plain reading of the amended para 1(a) in the said Annexure indicates that he shall be entitled to normal traveling Allowance (as admissible within the municipal limits), a doubt has been raised in certain quarters that even when the local journey is performed beyond a radius of 8 kms, from Headquarters, whether the claim shall be in the form of TA or merely reimbursement of actual conveyance hire charges. To exemplify, Sewa Bhawan in RK Puram is at a distance of about 8 kms from Shram Shakti Bhawan and a specific doubt has been raised whether in such circumstances a Govt. servant shall be entitled to normal TA or reimbursement of conveyance hire charges.

Government Decision: For local journey performed by a Govt. servant in public
interest within municipal limits but exceeding 8 kms, Govt. servant can either claim reimbursement of
conveyance hire charges under the D.F.P.Rs or to claim traveling allowance
under the normal TA Rules.
Excellent observation, there are Postal Divisions who are imposing the maintenance of Log Books , Tour diaries of Fortnight , some Divisions have also gone ahead by stating to impress date stamp and time of visits not only at the office of visits but at the H.Q also. How much SA's are being stressed hard just to do duties for meeting demands not only in installations, support , troubleshooting etc . Log books also are prescribled for PRI(P) and B.E who needs to travel at locations for covering the needs of verification or business needs where the movements are attested by themselves and no one to certify. Only Diaries are mentioned that too not clearly defined. The time of works are more than any regular PA on duty grounds. They need to understand all the rules and software installations by mere reading. No training are given to get satisfactory knowledge of software even when newer softwares are released. It is disheartening the way Department treats these Technology persons, even they trying to demoralize them by curtailing the traveling funds.
