The
technological implementation in Kerala Postal Circle is dragging due to various
factors. One of the important reasons
for such dragging is the frustration of System Administrators in Kerala Circle.
Most of the SAs in Kerala circle are being highly demotivated due to many
reasons.
They are not getting any amenities which other SAs in other circles are enjoying. Moreover now they cannot attend more works or offices smoothly like earlier since they are using Public Conveyance for reaching the offices. The SAs were directed by orders to use public conveyance for their touring purpose. The major portion of their time is spent for travelling from one office to another.

Now most of the offices are not getting timely service from SAs as they cannot
reach the office immediately after informed the technical issue by officials. Now they are attending only major hardware
and software issues that too with in the time limit they possibly could reach by Public Transport. This has attract number of public complaints in most of the cases.
The
order limiting the TA of System Administrators is strictly implemented only in
Kerala Circle. Other circles have not
implemented the rule strictly because the authorities are more concerned about
the effective technological implementation rather than petty TA amount. Everyone can compare the technological
implementation status in various circles.
Near circles are far ahead than Kerala Postal circles in all respect.

As
a well-wisher of India Post now I am very concerned about the CBS
implementation of Sub offices while considering the following factors. If the situation is not changed, it will be
very difficult to implement the CBS with in the time frame. Now also the Kerala Circle is far behind
compared to other circles in CBS migration.
SAs
often get multiple calls from different offices / locations while they are
attending a works at one office. On such circumstances he/she will attend the office
immediately depending on the nature of issue.
Since they used to travel by Motor Cycle they could reach the needy
office and can come back to the previous office, in such cases.
If
the travel is restricted by using public conveyance what will be the remedy for
the following circumstances.
1. How to manage the circumstances where an
SA is attending a work at one particular office with some specific task or
technical works or troubleshooting works, if another office calls him for
assistance requires equal attention and physical presents,
2. In case where one particular office to
another office is not directly connected by public conveyance, then the SA’s
may need to have to use multiple conveyance i.e., more than one bus to reach
the destination office. Then it will be
difficult to reach such offices in a short moment of time, and the public /
Customers of the Department and officials in that office too may be put to
suffer a lot. This may lead to a bad
impression to the Department for not giving service in time.
SAs,
earlier, could have reached any office at any point of time to give the technical support without affecting office works and thereby customer
complaints could be avoided to a great extent as the reach-ability was much wider, while using
the Motor Cycle.
3. If
the distance from starting office to the bus stop is more than 100 to 250
meters, and similarly if the destination office also falls with a distance of
more than 100 to 250 meters away from its bus stop, the SA’s may have to spent
a lot of time walking between Bus stop and offices, carrying a utility bag
weighing about 3 Kg, containing tools, CD etc.
This is physically straining and tiresome activity. As the works of technical nature do require
more concentration and application of mind, the enormous strain and efforts
just to reach offices itself will put a lot of toll on the performance side of
SAs.
4. While traveling by Public conveyance, it
should also consider the availability of Bus between one office to another and
the time taken to complete the journey. There are offices where the frequency
of bus is limited as one bus in 30 or 60 minutes or more a side, or one or two
trip in a day. In such circumstances the
SA may have to wait a long in the bus stop to get a bus. This is purely wastage of time of SAs. In a nutshell this would put a limit to the
numbers of offices that SA’s can commute in a day for giving precious technical
support.
In
view of the above circumstances, considering the overall needs of offices and
the extent of advanced technology that is being used in the Department day by
day and customer dissatisfaction due any technical faults, the orders forcing
SAs to use public conveyance may be good for reducing the Travel expenditure
but the adverse effect is very high since it will reduce the overall efficiency
and effectiveness of technology implementation.
Just
a thought, when an inflated balloon is pressed at one side, it can shrink one
side but the other side will bulge, just like that if the Travel expense is
reduced by limiting the travel by public conveyance, the overall impact will be
on the business of the Department, as the customers will not get service in time
when faults arises and thereby what is gained in one side will lose out many a
fold from the other side.
TA should not be an issue in the effort of the department to achieve CBS targets. This is not an occasion to bargain. So, all SAs may please settle such issues at divisional level. SPOs , would not be denying any legitimate claim from SAs for the urgent tour conducted by Car/bike etc., if the situations warranted so. Pl remember that , individual effort to curtail expenditure would be fetching a lot of income to our department. First priority should be the existence of the department without which no TA,No DA and No income at all. So, pl settle our issues and work together for the better furure.

DeleteCentral govt issued crores of rupees for modernisation of post offices.Lot of money spent already to implement CBS FINACLE,MCamish,etc .Still many post offices facing outdated low memory systems ,outdated printers,without,epost and emos still printing in dot matrix printers ,Department thinks in higher levels ,but in lower level many issues related to technology not yet settled.
